This is my latest book - published in June 2014:
Sustainability Appraisal is a sourcebook of the state-of-the-art of this rapidly emerging and diversifying area. It draws on a wealth of international experiences and approaches to illustrate the status and scope of Sustainability Appraisal/Assessment (SA). This comprehensive guide highlights how SA can be used to analyse and integrate the key environmental, social and economic pillars of sustainability into decision-making at all levels, from policy to project to investment, by government, business and industry, or international organisations.

Sustainable use and management of land resources depends on good intelligence about their location, their condition and how this is changing. This review assesses the current status of land resources information, what information is used in land use policy, planning and management, and what information is actually needed. It also discusses some innovative methods that have matured during the past decade, including applications of digital elevation models, predictive ecosystem mapping, satellite imagery, airborne geophysics and land resource information systems.
The picture is uneven. The information wanted for exploitation of mineral and energy resources, smash-and-grab raids on forests, and the terrain and climate information needed by the military, aviation and shipping is better than ever. What has been neglected is fundamental information on renewable resources: soils, water and ecosystems, farming and pastoral systems, and their social context. Once-great institutions like FAO, the overseas survey agencies of the former colonial powers, and commercial companies that undertook major projects in land resources survey and development have been cut back or dismembered.
There are also contrasts country-wise: China and Brazil have continued to improve their information and expertise; the Western World has privatised it; Eastern European countries in transition to market economies struggle to maintain capacity; and many poor countries that depended on technical assistance have given up.
We need to dig more deeply into the link between knowledge of the land and the ability to make good decisions about land use and management or, even, to see when a decision is needed but, on the world stage, the information needed for food and water security, adaptation to climate change and resilience against natural hazards is simply not there. For most of the world, the data we have are more than thirty years old - and the capacity to interpret them, and assemble what is needed now, has been pensioned off. There are several paths that might be followed to put things right, depending on local and national circumstances but the longer the delay, the harder it will be. State of the art report (FINAL for circulation) (25 April 2014).pdf Size : 2876.866 Kb Type : pdf |
Published by Earthscan 2005: This unique sourcebook provides a global, state-of-the-art review of the rapidly evolving field of strategic environmental assessment (SEA). It describes trends in application and experience in different contexts worldwide, providing in-depth coverage of the status of SEA systems, and practice in developed, transitional and developing countries by a range of development agencies. The book draws on a large body of published and unpublished material, and contributions from a wide range of individual experts, organizations and agencies. The sourcebook includes a probing review of concepts, terminology, approaches and tools of SEA, and a comparative analysis of the different types of existing SEA systems. It also contains many case examples illustrating SEA practice in different countries and contexts.
Published by OECD & UNDP 2002:This book is a cornerstone resource for a wide range of organizations and individuals concerned with sustainable development at national or local levels, as well as for international organizations concerned with supporting such development. Whilst the focus is on integrated strategies for sustainable development, the approaches and methods covered are equally relevant to poverty reduction, environmental and sectoral strategies, programme development and review.
Agenda 21 called for all countries to develop sustainable development strategies. For such strategies to be effective there needs to be a real commitment. In every country, government at all levels, the private sector, and civil society, must work together in a true partnership, in transparent ways which enable genuine stakeholder participation. The necessary mechanisms and processes need to be coordinated to enable continuous learning and improvement.
This resource book provides flexible, non-prescriptive guidance on how to develop, assess and implement national sustainable development strategies. It sets out principles and ideas on process and methods, and suggests how these can be used. It is based on an analysis of past and current practice, drawing directly from experience in both developed and developing countries. Following a discussion of the nature and challenges of sustainable development and the need for strategic responses to them, the heart of the book covers the main tasks in strategy processes. Individual chapters offer a rich range of guidance, ideas and case studies.
This IIED book (2009) provides a synthesis of work with partners in 13 developing countries. It reviews the rapidly changing context and challenges to environmental mainstreaming, discusses what it takes to achieve effective mainstreaming, and provides a roadmap for selecting operational methods and tools. It explores the current emphasis on getting environmental issues reflected in key government processes – notably development plans, poverty reduction strategies and national budgets. It assesses the outcomes as well as the risks of limiting efforts to these core processes alone. It calls for more attention both ‘upstream’ and ‘downstream’ of these plans and strategies, identifying the advantages that can be gained through diverse media, business and civil society initiatives that assert environmental values in development.
The authors define environmental mainstreaming as ‘the informed inclusion of environmental concerns into the decisions and institutions that drive development policy, rules, plans, investment and action".
Strategic environmental assessment (SEA) is a powerful process for integrating environmental and linked social and economic concerns into policy-making, planning, programme development, mega projects and development decision-making. Over the last 20 years there has been increasing uptake of SEA around the world. More than 60 countries at all levels of development (including all 27 EU member states) now have legislation, policies, directives or regulations prescribing the application of SEA, and many more are introducing it as part of their policy toolkits – although it is not necessarily used effectively and many development actors are unaware of its function, value and potential. At the UN Rio+20 conference in 2012, the emergent green economy concept was a central theme, but it was agreed that nationally (as opposed to globally) driven approaches should be the way forward, so that green economy policies can be properly tailored. Attention has therefore turned to how SEA can help in promoting a transition to green economic development.
This report provides a preliminary exploration of the links between SEA and green economy, and the role of SEA in supporting decision-making for green growth in relation to a range of entry points: government policies, plans and programmes; climate change and low-carbon growth; sustainable transport; waste management, water and sanitation; ecosystems and sustainable use of biodiversity; sustainable agriculture/food production and supply; green energy and trade. It also discusses the use of indicators in monitoring SEA and the treatment of social concerns, particularly gender. Throughout, the text is supported by case examples illustrating its application in different contexts relevant to green economy. A final section discusses a range of steps that might be taken to encourage and facilitate increased use of SEA as an environmental mainstreaming tool in support of transitioning to a green economy.

Planners and decision-makers today need to be in command of a broader range of tools and information than ever before. This book aims to show what is available in the way of natural resources information, and how it has been used (or not used) in planning and policy making. For both methods and applications, ample details are provided to judge what data, skills and procedures are required to meet particular needs, and the references give guidance on where to find further information.
There has been a notable shift in planning and rural development over the past two decades. Technocratic, top-down approaches are still very much in evidence, but there has been an explosion of participatory initiatives. Many institutions cling to sectoral thinking. There is ,however, growing recognition that sustainable development involves a balance of environmental, social and economic considerations. This balance requires an interdisciplinary approach to the survey of natural resources, and to the use of the information acquired, in land evaluation, planning, environmental impact assessment, and the preparation of coherent strategies and policies for sustainable development.
Both the old ways and the new bring insights crucial to meeting these challenges. Both provide invaluable methods of work. By bringing together the standard methods of resource assessment and planning, and the new thinking and emerging techniques, this book aims to bridge the gap between the two.
