Sustainable Development Strategies

Work on sustainable development strategies - at national to local levels - has included the following:        
  • Technical support to Ministry of Environment , Botswana, and UNDP on developing a National Sustainable Development Strategy, conducting a sustainability assessment of the National Development Plan, and mainstreaming sustainability in the National Vision (July 2014 - March 2015).

  • Technical support to an International Workshop on Strengthening Planning and Implementation Capacities for Sustainable Development in Post Rio+20 Context, Korea, November 2012 - with UN Office for Sustainable Development (UNOSD)
  • Advice to the Government of Botswana on the development of its National Strategy for Sustainable Development (2009-2010). Facilitated scoping workshop (July 09).

  • Advice to the island of Jersey on developing a sustainable development strategy (2009).
  • Engaged to make keynote presentation and lead debate on sustainable development strategies and challenges in the polar regions, 845th Wilton Park Conference: Polar Regions: Challenges and Possibilities, 1-4 October 2007. UK Foreign & Commonwealth Office.
  • Advice to the government of The Netherlands, facilitated a peer review of its national sustainable development strategy, and co-authored peer review report (2006-2007).

  • Engaged by OECD to undertake a review of monitoring mechanisms for National Sustainable Development Strategies (2006), and prepare background paper for OECD Workshop on NSDS (Stockholm). Keynote presentation on this work to OECD-UNDESA International Workshop on Institutionalising Sustainable Development Stockholm, August 2006.
  • Engaged by French government to develop NSDS peer review methodology and facilitate its test application to the French NSDS (2004-05) (peers = Ghana, Mauritius, Belgium & UK). Results and methodology presented at side event at CSD13 (2005). Methodology adopted by European Commission for EU peer review programme (2006 - ).
  • Advice and technical support to government of Yunnan Province, China, in developing its Sustainable Development Action Plan, and provision of short training workshops on strategy tools: policy mapping, visioning, scenario planning, and sustainability appraisal (2004).

  • Since January 2003, invited to speak on NSDS approaches at numerous international events.
  • Engaged by the OECD DAC to coordinate international dialoguing processes between donors and a range of developing countries on national strategies for sustainable development (1999-2000); develop draft policy guidance for donors; and prepare a Resource Book (with Steve Bass) (2001-2002). Guidance endorsed by ministers and Resource Book successfully launched at WSSD. 5000 copies distributed and widely acclaimed. Provided basis for parallel UN guidance.

  • Assisted the Centre for Russian Environmental Policy, Moscow, in the development of an environmental policy for Russia. Project funded by the UK Know How Fund Russia and undertaken in association with Scott Wilson Resource Consultants (1998-1999).
  • On behalf of the OECD DAC Working Party on Development Cooperation and Environment, organised a Donor-Developing Country Workshop on National Strategies for Sustainable Development, Sunningdale, UK, November 1998 – successfully led to a partnership between developing countries and donors for the DAC work on developing policy guidance on strategies.
  • Developed and coordinated an action-research programme in sub-Saharan Africa, in collaboration with the Network for Environment and Sustainable Development in Africa (NESDA), on strategic analysis, debate and action for sustainable development – laid the methodological groundwork for the DAC’s work on strategies(1998-2000).
  • Advised governments, donors and UN agencies on strategies for sustainable development, provided briefings, run training courses, and helped various countries to successfully develop strategies (eg USA, Norway, Tanzania, Namibia, St Helena) (1994 – present).
  • Preparation of a series of issues papers on dilemmas in developing strategies, participation in strategies, and strategy experience in small island states (1994-1995).
  • Led a survey of industrial country experience in national green planning (1994-95) – report (book) still much used as key information source by government planners. 

  • Coordinated international study of conservation strategies, environmental action plans, green plans and similar approaches leading to the preparation of a handbook on the preparation and implementation of strategies for sustainable development (in collaboration with IUCN) (1991-94). 10,000 copies distributed internationally – used as key guidance by developing country practitioners and donors.
